Riley Snooker table install

I wonder why they tack the cloth on instead of staple. Anyone know?

Because during the install they generally temporarily tack around the middle pockets to stretch in other areas then they need to be removed to work around the middle pockets in the final stage.
Snooker cloth usually gets re-stretched at 3- 6 months in a club, tacks are easier to remove.
Also staples don't hold as well as tacks and can tear through the pure wool cloth.

So the cloth is different than 860 or 760 and pulled much tighter I am assuming if they restretch it? Or is the restretch a function of the size rather than the cloth?

860 is 90% wool/10% nylon, Strachan 6811 or No.10 is 100% wool.
The size and the cloth type would be a factor in stretching.
