It means more than you think. It means that players from other countries will get funded by their government or Olympic Committee, or local billiard association to attend the event. Barry wants those players.

There's more to it than that but I'm sure that's the part that Barry is focusing on.

when thorsten won the WPC last year, he was awarded 11,500 points putting him to rank 1; Lee Van was given 6000 points for winning the China Open; but Shane was given only 4170 points when he won the US Open last year. good to know they're putting more points to participants especially the winners.
meanwhile, it's still tough to get a US visa - an advantage for american players. :)
