I still intend to source most my kit from the US, but I could do with a supplier or repairer who can match those in the US, but get stuff to me on the occasion that I need stuff in a hurry.

Yeah try the Pro Shop on Pro9, also don't be afraid to ask around the forum on there. There are plenty of lads with cues, shafts and cases that they'd flog....or play for!
As far as repairs go, it depends on what it is. Tip replacements are easy enough to do by hand. A little trickier than a snooker cue tip replacement but its definitely worth learning how to do it yourself. Anything else you can send to snooker cue specialists, I tend to send mine in to craftsman cues in Leeds. Its not too far from me so I'll drive over and whilst they put a new fertile on for example I'll either go into Leeds city centre for lunch or try out all their cues on the snooker and pool tables there. They don't supply plastic ferrules so you may need to purchase them separately and send it in with the cue. I've had them fit new joints, adjust the taper, sort out dents all whilst I've been in the shop so I can use the cue the same day.
