Difficult to change the joint collar on a shaft and make it flush with the cue butt?

I am curious how difficult it is for a cue maker, or cue repair person to change the joint collar on a shaft (like from brown to black for example), and on top of that, if the secondary shaft is not flush with the joint of the butt, then make it flush?

I just wonder if this is a very difficult and costly repair job?

Can most cue makers change the joint collar on a shaft pretty easily, and then maybe also sand and put a finish over the joint collar to make it flush with a cue butt?

I wonder if the costs of these 2 repair jobs be very expensive (on average)?

I assume that the shaft in question would need to be a little bigger around then the joint of the butt, because if it was smaller around, then it would be impossible to make the 2 flush (or way too costly of a repair job), right?

But if they are pretty close to being flush, then would changing the collar of the joint on the shaft (to match the collar on the butt, like black on black with 2 silver colored rings) be that difficult for the average cue maker, and very costly of a repair job in your opinion?

It should be relatively easy, and not very costly. If the shaft diameter is larger than the butt diameter, no problem. If it's more than 5 or 10 thousandths smaller, you may have a problem. If the joint pin in the butt of the cue is not concentric, you might have an issue, as well. A competent cuemaker/repair person needs to look at it to make a more detailed determination.

Thanks for the info. I should have added that it would be for a 3/8x10 flat faced joint with wood threads. Thanks.
