I saw something played once during a feature segment of the world Series of Poker with some of the poker players who play golf (heck, most of them live in Las Vegas). Basically they ante up on the tee box, and then after each player hits a shot there is a betting round.

It seems to me that something along these lines would make a pretty fast paced gambling game if overlaid on 8 or 9 ball.

You ante before the break. After the break the incoming player can bet or check The breaker responds. You can set rules as to size of bet, raises, etc., to control the "size" of the game.

But after every miss there is a betting round. And folding means losing the game.

Maybe something along these lines already exists?

Has existed for 100 years. You use the doubling cube. Anytime you refuse, you lose.
