Weird Game in Kuwait - Ignacio/Pagulayan

At the 44 minute nark in the Ignacio/Pagulayan match in Kuwait (on Youtube). Jeffrey breaks, but it looks like nobody sees the seven ball drop and he turns the table over to Alex. Am I missing something here?

Looks like they are playing with the "3 balls pass the head string" rule. In order for the break to be legal 3 balls must pass the head string (balls pocketed count as balls passed). So, in order to maintain control over the table you must pocket at least 1 ball and have 2 balls pass the head string.

How did he make a ball on the break and not be able to get at least 2 balls past the spot? Must have been a pretty soft break.

The 1 ball found the point of the middle pocket and didn't go pass the head string, and the other balls double kissed and didn't have much speed to cross the table... It's not that uncommon.
