Two sound like one now....later.not really. you have a club, yearly 100$ fee, some of this goes to the two weekly junior training hours, some of it goes to the national organization who among other things arranges a national junior championship. most of it will of course go back to the regular member in one form or another, like sponsoring tournament entry fees, lowering table rent, etc.
when i hear youth program i associate that with some kind of government involvement, which is rare outside of maybe taiwan and the netherlands (iirc the pros get some funding there). in most countries it's just structured organization aimed at attracting junior players, and in most countries i bet they aren't as successful at doing this as they would like to be. everyone i speak to seems to moan about the lack of young players..
