Unknown Cue maker?

I have a friend who is trying to find out who make this cue for her father. Any help would be greatly appreciated.

Thank you. I believe it was acquired in the 50's though. It belonged to Perry Black but his daughter has it now.

grab a magnifying glass or a good pair of readers and look for a faint stamp on the shaft near the joint that says GERMANY or W GERMANY
