Maybe they wanted a smaller tip. You can't reduce the diameter of the carbon fiber but you can taper the ferrule. Just my guess.

It is tapered in. Should have noticed this earlier. Selling for a friend. It seems the ferrule has been sanded to 12mm. The shaft remains 12.25. Sorry, didn't mean to be misleading.
