One pocket rule

I'm down 7-0, opponents last ball is in the jaws. I make it and scratch. Spot that ball, but I don't have a ball to spot. Do I just owe a ball and he gets to shoot the spot shot?
 
Has anyone seen this happen, opponent misses the spot shot to win, and player comes back from 7/-1 to run out? Would the same ball just keep being spotted at the foot spot during the run?

If the opponent misses there are 8 balls on the table
The shooter needs 9 since he is starting at -1
After he clears all 8 a ball is spotted and he gets to shoot his game ball
If he started at -2
After he made the last ball on the table the 2 balls he owes get spotted
and he keeps shooting
They dont get spotted one at a time
Not sure if that was your question
