I would seriously look at adopting the rules(or a modified version) that Ultimate Pool USA uses. Would be fairly easy on the inexperienced players & would very rarely impact the higher ranked players.

Sorry, but you and everyone where you play are not playing golf by waving the rules that are put in place by the USGA.
You have three options for an unplayable lie under the rules of golf - look them up.
Come up with a very strong set of rules that everyone can use & consider a form of bifurcation to separate the elite players from the recreational ones.

I played in the Denver event, so I am well aware of their rules. Proud to say I didn’t once give up ball in hand due to all ball fouls.
