There's golf & then there's tournament golf. I'll take the guy / gal that establishes their skill level via tournaments. Guess what rules are used for tournaments in the United States & Mexico? Pool isn't much different if at all.

Sorry, but you and everyone where you play are not playing golf by waving the rules that are put in place by the USGA. You have three options for an unplayable lie under the rules of golf - look them up.

Come up with a very strong set of rules that everyone can use & consider a form of bifurcation to separate the elite players from the recreational ones.

Is the WPA ready and able to govern the entire game of pool worldwide in the same manner as the USGA & R&A does for golf? How do you get CSI, VNEA, NAPA, APA, TAP, Ultimate Pool USA etc etc to abandon their own rules & just go with what the WPA says? Pipe dream comes to mind.

I know of a player that always wants the break in the final game of a hill/hill match. So he has been known to give up the break in the first game even when winning the flip.
