Does anyone have a good system to use for a APA Skill Level Handicap 9 ball tournament that doesnt use the ball count method and instead a Game count method?

thats what we have now and its flopping. Non of the lower players are interested in it and then non of the higher players think its worth it and arent showing up because the payouts are so low.
