I like it full size, when it gets to 2/3 to 1/2, I replace it. It seems to go dead, I like a 'lively' tip. Hard to explain, but it seems I need more english on an older compacted tip to receive the same results on of a new tip.

There was a rule, you couldn't touch the table while a ball was in play (moving), except to remove something you knocked on the table, chalk, pack of butts. There was another rule that ONLY a judge/referee could clean the table. Sorry, but these are from what I remember from the 'old days'...

As mentioned, you could get numerous suggestions, the end result is what works for you. Cutting a tip in half might satisfy you, but how do you reproduce that 'feeling'? Will it last? How about after a few dozen racks? Keep trying tips until you find what works for you. Stick with one...
