On the other hand...
With a good tip, only three cue specs matter to me: low squirt, small tip and stiff hit. I got those 30-some years ago in a custom maple shaft ($150 by Ed Young) which I still screw onto an old Joss butt. Any other butt about the same weight would do too.

Starting with a CTE line-up makes sense - it's the center alignment for all shots and easily seen; a good starting place. I don't do it, but I get it.

So, a half ball “reference” alignment and a “pivot” by feel/memory to the actual cut angle.
Right - to me it sounds like “fractional” aiming. They all work similarly.

The "L" and "R" points change with different head heights.
But as shown they're about at the centerball and quarterball points on the CB's equator, so shooting the CB's "L" at the OB's "R" would be a half ball hit - a 30° cut.
