If I ever see anyone doing it I ask them right away if they are conceding the match. Some tournament formats it is an auto forfeit. Above all though even if there isn't a rule against doing it, it's D-bag thing to do as is all sharking.

I agree. I dislike very much the guy who needs to chalk his cue while staring at the table after he misses. It seems to happen so frequently to me now that I usually just ask if they want to put a little on mine too.
Unless it was an accident, people who do stuff like this shouldn't even be allowed to play. They are the ones who are killing the sport of pool. I think more players need to start standing up to these types of lowlifes and take our sport back.
