Here's the total conversation by CajunPopeye. He's referring to fees on exchanging currency:

I had a dispute that paypal ruled against me in spite of proof of the dispute
Amex ruled in my favor and refunded the money due me
My same issue with PP. They refused to review or accept the proof I offered, and it was impossible to reach a real human to discuss my claim. They firewalled me out completely.

I used to do many transactions on PP but they lost me as a customer forever. As if they care!

This seems to be the way. Customer service has gone offshore if not completely offworld. Unless you know and can contact actual people in the right departments, you'll get the A.I. prescription.

I don't need the stress and spending hours trying to sort things out online or on the phone can be very stressful. No thanks! I can survive without AI.

like it or not all customer service will be with a.i. to start soon in bigger companies. already you have to go thru laborious pressing buttons to get to even close to where you can address your issue. and must know tricks to get real person.

This, besides the annoying neutering, is bad security. Even if you've made it to a real person, you have to volunteer personal info to, and cooperate with, somebody you've never met. Service indeed.
