The recommended "cleaning" process is to slap it against a flat surface to get the chalk dust out of the cleaning surface. On first look it looks like a mezz united joint. If a 5-16/14 turns in, it might be the united joint.

A G-10 tip/ferrule combo with reversed tenon will work good. Pretty good cue ball control from a G-10, considering its a phenolic. Provided that the league allows it.

Lucasi has a jumper for about $70-80 range, so does Bunjee. Bunjee will be my recommendation given the low budget, as it jumps a little easier than the lucasi. I will choose bunjee anyway for a jump cue, but their new generation break/jump cues can't match up with their 1st generation ones...
