    I agree with all that. I don't think you should be able to take a pocketed ball out to measure, but if you already have ball in hand it's a weird grey area and just seems easier to let the player do that....though I will say that is one I have refrained from doing myself because of the rules...

    Could be a high wrap but could just be the butt taper too. Not all cues will lay flat on the table because they don’t all use a straight taper. Regardless of why, if the gap is pretty consistent I wouldn’t worry about it
