I don’t think a foul was called, but it’s hard to hear what the ref said. If anything he would have said something like “you didn’t call the 9.” The World Billiard TV YouTube channel posted a clip of just the incident:

I doubt that will ever be possible, except just in a relative way, i.e., player x was the fifth highest-rated player in one time period, and player y was the fifth highest-rated player in another.

It’s really hard to tell how low players are hitting because so many people line up and then when they hit either raise or lower their tip. I see a lot of players aim with their tip rubbing the table for a draw shot, but I seriously doubt they are hitting that low.
