Anybody with a lathe could make it using available materials at the time. The pin looks to be a screw someone turned to a point. Nothing here to say it was made by any recognized cue maker. Looks like the first cue I ever made.

Cue weight on a break cue doesn't really matter. What matters is how fast you can accelerate the cue into the cueball. You can swing a lighter cue faster than a heavy one....just as you can a lighter bat or golf club. 17.5 Oz is what I use.
