Putting the cue butt down while waiting or as it was very common back in the day (and still a little now) to bang the cue on the floor to praise a good shot, the bumper dampened that noise.

I’ve installed a few that people brought to me. They cut very nice. Using the knife on the sides makes it pretty smooth. Doesn’t really burnish. Have not played with one so I can’t speak to that.

Are you saying there’s finish all the way up the shaft from one into the other? There should only be finish on the first few inches of the joint end. A brand new shaft should not have run out like what you are describing.
