Think of it as shooting a rifle in a crosswind - the stronger the wind the larger the range of estimation needed - the larger the range of estimation the larger the potential miss.

You could do that more accurately/reliably without deflection (if that was possible) by simply pointing the CB in the “deflected” direction. Deflection just complicates things.

You have to fine tune your aim to include deflection, but it's never useful, always an added complication. Aiming would always be easier without it.

To my way of thinking it's both - action/reaction - but the important result (what I call squirt) is the cue ball's motion.
