I've always thought those rules were strange to be so particular about the surface of the ball, when just above they say it's actually OK for the ball to be more than 16.5% lighter than when it was made. Good quality new balls are 6oz... Old, worn out balls might be 5½oz.

Sort of flipping the engineering around backwards, I always thought a good way to make sure that a normal home or bar table got the best start at being level would be to float the table and then stabilize it, perhaps using small melted wax cushions under the legs or slate that would solidify...
