It is obvious you have never attempted to play One Pocket on 5" bucket pockets. Cheating the pocket is done ALL THE TIME, along with take out shots, and many other shots that simply can NOT be done on a table with 5" buckets.
Most real players vastly prefer corners tighter than 5" and closer to...
Here are the newest and best rules ---
http://onepocket.org/one_pocket_pool_rules.htm That site also has quite a bit of info on One Pocket.
You may also want to get a copy of "Upscale One Pocket" by Koehler. It's a fairly good basic starter book on the great game of One Pocket.

Even though it was bad on his part, you were playing your opponent instead of playing the table.
What would you have done if it was a few kids on a nearby table just out having a good time?? You can't "go off" on them.
By the way, anyone with some spare bucks can carry a "nice cue".

As a point of reference, a local room owner recently sold a GC III for $1500. The buyer picked it up, had it set up and recovered, but I don't the additional cost.

Looks very rough to me. Maybe a 'home-made" attempt at a layered tip, but a bad job. Certainly NOT worth $10. I sell a Talisman Pro for $6 including postage.

I avoid ANYTHING abrasive.
I avoid Magic Eraser® because my (old) package indicates it's NOT recommended on bare wood.
I also avoid cue specific products since thay are mostly...
Campbell Billiards (San Jose) is $5/hour for one player 'til 7:00PM, $6/hr after 7PM. Two players is $10, 3 for $11, etc.
Membership is $65/month for play 'til 7:00PM, $110 for play anytime (unless there's a waiting list on busy nights.

Good cloth properly installed will NOT be bothered by normal vacuuming. The use of a "beater brush" is questionable. I have used a small Dust Devil with no problems, but not anything stronger. A good vacuum should be sufficient.

At the pool room I manage the tables are vacuumed daily. It's the only way I know to remove dust from UNDER the cloth as well as on the top surface.
For those really nasty "burn" marks from breaking 8/9-Ball, a slight rub with a damp cloth will help a little bit, but the "burn" marks will still...
I play mostly One Pocket and have been using Talisman Pro Soft for about 3 years and replaced the first after about 18 months.
For 8/9 Ball I use another shaft/cue with a Talisman Pro Medium. It has lasted for a couple years but doesn't get used that often.
Another good choice would be...
Just what we all need -- more vastly overpriced cue specific products.
4 ounces of "cleaner" for ONLY $7, and/or 10 grams of "wax" for ONLY $20. What a bargain.

I have had success making a small "bandaid" from a small piece of paper towel.
Wet the papeer towel and tape it to the dent area. Check it often and keep it wet. I had one that took nearly 8 hours.
Then spin the shaft and burnish with a peice of un-dyed leather.
It might not come out perfect...
There is absolutely NOTHING bad about a 1/4" ferrule. The only real purpose of a ferrule is to protect the end of the shaft. Actually, the smaller the better -- less deflection, therefore less cue ball squirt.
Troy
Just a quick addition --- I had a guy bring me his Predator shaft that had a tip put on by someone else (not me !!!). The ferrule was twisted because the tip installer didn't know about the softness and got it too hot during burnishing.
