Aside from the foam, extra weight can be added in around the middle of the butt, to increase the weight further. That's why we're wanting to get the popular opinion on desired weight, so we know what to order.

If I built a completed butt, I would make it just like my regular cues, with adjustable weight bolts in the rear.
