    "Everytime" won't last very long because you won't be playing for very long in an environment where all ball fouls is played and players are encouraged to be honest. Occasionally players will get way with this but you will have to be the world's best cheat if you continue to call non-fouls...

The shooting player should also call their own fouls. The non-shooting "referee" should call a foul only if they are sure it's a foul. If they are not...

    IMO: Always play "all ball fouls" at every level of the game as it creates an environment where very few players don't call their own fouls and almost all players become aware that they should do their utmost to avoid fouling. This is not rocket science.

    I don't play one pocket so I might be wrong here - but if I only need one ball and my opponent needs two, wouldn't I want to leave myself two options (given that we are probably 50/50 to make each ball if we don't make mistakes).

    It' equivalent to 2 points for a win, 1 for a draw and 0 for a loss. Everyone just gets 1 additional point for playing. Presumably, if your opponent defaults on a match by not showing up then you will get 3 points (2+1) and they will get 0 (0+0).

    Matchroom rankings have become the defacto 9 ball rankings anyway. I'm surprised (but not really, actually not at all) that the WPA didn't embrace this. The WPA's "all around" rankings would actually have more weight if they recognized MR's rankings for 9 ball. Not rocket science and never has been.
