The standard of play is much higher in my opinion. Hence the slower play, mistakes are punished far more severely. Very rarely do "FAST" players do well in tournaments. Of course, if there's a shot clock then everyone is under the shot clock. But like you said you don't get the best performances...
This is how I would see it. If my opponent made one of my balls, I didn't notice, shoots another one of my balls, I do notice, it's a foul all day long. Only way I can see it NOT being a foul is if you run the whole rack without anyone noticing lol.

I'm not from the States. From my understanding is that most states play on Barboxes? If that's the case, then I would say a 600 could definitely beat the 9ball ghost on a barbox more often than not. A valley table? Ghost has no chance lol. On a 9ft table 650ish player is not beating the ghost...
Trust me, i'd rather not. But I do it to support the league operator there, he's a good dude. The people there are generally pretty awesome too, good crowd.
