i dont know what got on the forearm of my cue but it did not rub off with a paper towel(done gently) any advice on what i can try myself (i do not have a lathe) or do i need to bring it to a cue repair person or does it need a cue maker?

i dont play snooker and dont know all the rules but someone i know knows i play pool and asked me this he said he was watching a snooker match and was impressed that the players kept hitting the pink ball but not trying to make it just keep it close to the pocket on purpose can anyone figure...
