Is it under a plastic window? Because it looks like it is an engraved metal band, which I would assume someone had done as a fix and not originally made that way. If it is under a window, it is not the original foil used by Palmer, so still a solution to replace the original foil

When asking for identifying help, you need to show more photos of the cue. People are willing to help, but you need to give us more to go on.

You could use combination locks that have the numbers running l to r that you have to rotate each number. Like the briefcase style case
