Gus Adams from California wrapped cues that way. I have one. Maybe people did not like the feel. Search here and you should find some examples.

As far as the unmatching shaft goes. I am pretty sure that is also a Ginacue shaft. You can find that ring work on a Ginacue on Proficient billiards site

I think that is just a mark the owner put on it for identification purposes in case it got lost or stolen

Logo looks like a fancy TS to me

It does have a number of Viking similarity including the wrap, but since the rings in the butt sleeve do not line up, makes me think not. I do like the forearm though.
