I never tried locating the balance point of a cue, I don't hold the cue anywhere near the balance point so I doubt the balance point would make a difference for me.

Its a pocket billiard game played on a regulation sized pool table with 15 object balls, 1 cue ball, and 2-4 competitors.

Like I have mentioned previously, you have to control the cue ball, you will have a much better chance of having a shot if the cue ball is in the middle of the table.
