The rules I have seen just say behind the line. Is it full ball or base of ball on the break?

base or > half of the ball behind the line. Actually I think the base can be on the line, but personally I wouldn't try to get that close.

I'm comfortable with the base of the ball.

If anyone wants a precedent.....in snooker, the 'D' colors .....the bases sit on the line.
In pool, when you spot a ball, and the spot is open, it's the base of the ball that determines
where it spots, not the edge.

From the rules: "Behind the head string is the area between the head rail and the head string, not including the head string. "
so you can put the cue ball up to but not exactly on the line.
See:

http://www.wpa-pool.com/web/the_rules_of_play

which has a lot of interesting surprises for anyone who has never read the rules.
