I'm sure most would say Tiger, but I'm sure we are also curious why you ask only about those 2 specifically? For most players both of those would be in the bottom half of cues to check out, although I do really like some of the Tiger shafts.
Structurally , my vote goes to Tiger.
And most , if not all, cue maker and repair people will likely tell you the same.
