April Larson was already committed to a college team tournament, Karen Corr backed out due to medical reasons and Vivian Villarreal had a prior commitment.

If the number after their names on the brackets is indeed their seeding (32 players seeded) it makes absolutely no sense that these two players are seeded 9th and 24th and will have to meet in the 2nd round. All the seedings look very strange to me - like perhaps they were just based solely on the 2 or 3 most recent WPBA tournaments, of which apparently a number of these top players may not have even competed in. Other possible 2nd round match-ups you wouldn't think should occur until at least the 3rd or 4th round include Ouschan vs Bryant and Tkach vs Webb.

Kelly and Siming have not played many WPBA events over the last year to earn ranking points.

The seeding is based on The WPBA Rankings here https://wpba.com/players-section

As long as it's double elimination, it shouldn't matter - by the late rounds the cream will rise to the top! It just leaves for a little less margin of error when one of the top players gets knocked in to the 1-loss bracket early. It's even worse for a mid level player who gets knocked early in to the 1-loss bracket by a strong player then to immediately have to back go up against another top tier player in an elimination set.

If just based on the WPBA rankings (which do not reflect real strength of some of the top players like Siming, Kelly Fisher because they do not play most WPBA tournaments), it looks about right.

32 seeds and each seed plays an unseeded/ unranked player. Total of #1 to #32 =528
For first half (matches 1001 to 1016), there are 16 seeds as follows from top to bottom
32
1
17
16
25
8
24
9
29
4
20
13
28
5
21
12
Total =264
So they split exactly 528 divide by 2 i.e. total seed value 264 in each half.
Then for 2nd round match, if the seeds win their first round and play each other, total seed value for 2nd round match is a constant 33
So Siming (9th seed) plays Kelly Fisher (24th seed) i.e. 9+24=33
#1 seed Kjorsvik plays 32nd seed Eugenia and so on.

If based on WPA rankings or Fargorate, Siming (#3 WPA, #1 Fargo) and Kelly (#4 WPA #12 Fargo) will not meet so early.

How much is the added money to this event, and how much is coming from the players to make up the $70,000?

Just curious.
