I know alternate break is supposed to keep matches close, but if someone starts out breaking poorly, or just gets behind for whatever reason, it is much harder to catch up. You can't put a pack together because the leader is always getting an opportunity to keep his lead.

I would argue if you break and run and then your opponent gets to break then you get to break again and run out again, that IS a two pack. It may even require more skill to break your rhythm and find it again.
