Shim location question

Hi - reading the doc by realkingcobra, page 6 has this note:
"Note: Shims at the seams of the slates should always be placed on the inside area of the slate screws, close to the slate screws."
Can someone clarify for me what "inside area" actually means?
see sketch below.
Does inside mean the shim is put in from inside of the table and pounded towards the outside as in arrows 1&2?
Or does inside mean a thin shim as in arrow 4, between the slate screw and the nearest edge of the slate?

I'm not a mechanic so you may want to wait for someone else to reply ... but that said, in my experience of setting up tables I've learned to put the wedges next to the screw at 1 & 3.

thanks for the reply. Which direction are you shimming from, outside the frame (slate edge) towards the center or from inside the frame towards the slate edge?
