The better (more frozen) the rack, the less the 10-ball moves.
Think of it as "transfer of energy." The 10-ball is the only ball in the rack that is surrounded by other balls on all sides -- every other ball has an "out", an escape route from the rack. But the 10-ball is hemmed in on all sides. Any energy it gets from the balls in the first and second rows is immediately transfered to the balls behind it and to its sides. Those are the balls that move because there's nothing in their way to stop them.
And the two corner balls travel the furthest even though they're farthest from the point of impact (the CB hitting the one-ball). It's because they have no balls behind them and no balls to the outside -- so they don't give up any energy.
