APA 9-ball has a ball count depending on your skill level.

Do you think it's possible to have the computer adjust your ball count up or down a ball each week depending on your actual handicap?

For example, if you're a 4 in the APA you go to 31. If your true handicap is a 4.8 meaning you're almost a 5 then your ball count should be adjusted to 36. (APA 5's go to 38)

In bowling your average is adjusted each week and works well, I wish there was a way to use a similar system for 9-ball.

I guess the difference is in bowling you bowl 10 frames by yourself. In pool your playing against someone else and if your opponent shoots really well it will make you look worse even if you shot average.

Are there any systems out there like this?

Pool is such a fluid game it is hard to see how you can really handicap it beyond just an arbitrary guess. It doesn't really produces solid numbers to base a handicap on.
 
USAPL goes from 30-125, it does vary a bit each week so one week you need to get to 60 points, if you do really well next week you may need to go to 64 points.

14 points for a won game, loser gets 1 point per ball made. Hill-hill match both players have to win the rack to win the match, not just reach their point total.

Best league handicap system I have seen. If you are a B player you may be around 70-100 depending on how good of a player you are B- to B+. It's not like APA or TAP where a B may be a 6 and is a B- and another B is a B+ and is also a 6. You'd have a 70 to 90 game or something in the USAPL.
