I was at a tournament watching this weekend a buddy was playing a real good player my friend tried a combo on the nine and it hung in the pocket. the other player shot a shot and then line up on a combo on the nine as he got down on the shot the nine fell in the hole my friend ask the other player if the nine should be spotted and he said it was to put back where it was hanging in the pocket then he shot the combo won the game . what is the rule spot or put it back where it was

Absolutely correct, just adding one thing:
There is the "5s" rule in place also for this. If any ball was resting in a position for more than 5s, it is considered "still" and will be respottet, if falling without additional touches, if it falls before 5s have passed, it would have been considered "potted" by your friend (from your description the opponent would have had to be super fast on the ball to have violated the 5s rule, thus no doubt the situation was hadled correctly
