The seller is Jeff Fugal of AE Cues.., He does 3 to 6 Titlist conversions a year.., This one is 58" long, weighs 20.5 oz and has two 13mm shafts.., I'm sure those pics don't do the cue any justice.

seeing that the weight stamp on the forearm is so close to the jointring i would conclude that this cue is not a fullsplice but a short splice, with the handle wood beneath the wrap probably maple, then joined by the buttsleeve of a matching wood. nice cue, but if i wont buy it if fullsplice construction is what i want.
The construction also suggested that the maker was limited on how he could play or salvage with the original titlist blank.

just my 2 cts though...
