Aiming - Center of CB at edge of OB - All shots?

I heard that some Pro's use an aiming system where for *all* shots, they aim the cue ball center at the edge of the object ball and something about moving the cue tip left or right of cue ball center.

Anyone know how this system works? (Or is this a closely guarded secret and I shouldn't be asking?)
