Condition: 8/10, Rolls straight, light scratches on one side of the ferrule, shaft has no noticable/feelable dents and the butt has one small ding (pictured below)

May l ask, how is the overall condition of this cue including straightnesses of all pieces together and apart? Also, it may be a reflection but on a close pic of the ferrule it looks likec a lot of scratches so ease include that.

Is that a White Diamond tip, for young kids I’m guessing it probably is. Please confirm if you know.
