Does anyone know what racking template they were using? It seemed to be part of the table and was never removed.

It's a Japanese invention called the Naberack.
It's just a oddly-shaped magic rack with adhesive on one side so it stays on the table.
I've never seen it used anywhere other than at that tournament, and a good number of the players there didn't like it.
