There is so much weirdness in this story I don't know where to start.
Actually its a nice old cue...made in the 1970's and not by Willie Hoppe..But then, Willie made less than one cue so they are getting hard to find.
I have four of them

Yes, yes it really does, I know he made some of his best 1970's cues in Asia About a year before he died in 1959. That's part of what makes them so special. Willie Hoppe is probably known as the finest cue maker of all time! NO?
Too bad he couldn't shoot very well.
