Another APA rule question

Player 1 broke and made nothing.

Player 2 shot at the 1 ball (hit the 9 first) and made the 9.

Player 1 not knowing it was a foul began moving the balls to rack before Player 1's team was able to inform them it was an illegal hit.

Player 2's team argued that the movement of the balls was a forfeit of game and all corresponding points.

The way I read the rules is each ball would return to their original position.

With no pure answer and assistance from other teams, the rack was restarted. Anyone know the right answer?

Putting the balls back in the original position would be dumb especially if all the balls are back on hte rack........Me myself always ask the other player ( when something like this happens or similar) if they would just wanna play the rack over..........but the problem comes in is that on hte scoresheet with the points laready marked.......................but in a tourney its easier jsut to play the rack over

Situations such as these are covered under protests & disputes. I think it was fair to allow the game to be replayed. Unless there is something specific in the rules that I am unaware of, the offending player should not be penalized the value of the entire rack.

It's a given that player 1 fouled but it was not called. No call - No foul. Player 2 committed the un-argueable foul by jumping up and grabbing the balls. Player 2 needs to be paying attention. This is a good lesson for him to learn and he needs to learn it now. Once he gets out in the world I doubt his team-mates will always be there with him to watch for fouls.
