Any info on this cue?

My friend found this cue at a yard sale, and doesn’t know anything about it. This is the only discerning mark, followed by the number 388. I will post another photo of the whole thing on this thread as soon as he sends it, but it just seems like a fairly normal looking cue other than these marks. Is anyone here knowledgeable about this cue? Is it anything special?

Your friend bought one of the most overhyped custom cues ever made.

Get it appraised and sell it.

The market is going to go down in the future as there are less buyers interested in Southwest cues and other customs.

By "overhyped" I mean value is ridiculous for the work/materials in the cue.
 
This story sounds unlikely, but not unbelievable.

If it were me, I would like to know more about the person that sold this.

If it were a clueless widow, I would be inclined to return and offer her a fair price.
If it were a spiteful ex, I woulld laugh all the way to the bank.

If it were either I would find both of them(not the ex) (well.....maybe 🤔)
