I run a local BCA league in Ontario, Canada. Our team divisions are on Sunday/Tuesday's and we pay '$6.25 per player / $18.75 team / $37.50 match' per night in green fees. These were negotiated in advance of me starting up the league/divisions. I have never had an issue in paying green fees as long as the playing conditions are kept up. Players don't like it, don't play!
I don't think forcing people to buy your food is a good business practice...If your food is good and fairly priced it will sell itself to those who are feel like eating. If you have a good room you will get regular customers from the leagues.

Late to this one but it's a real problem. I'd go with what be1163 said: a flat greens fee per player, worked out with the league operator before the season starts so nobody's surprised. Most league players don't mind a few bucks a night if the tables are clean and the cloth is decent. What they hate is a forced food or drink minimum sprung on them. I'd also cap how many tables a league gets on a given night so you always have a couple open for walk-ins. Sending away paying customers on a slow night costs you more than the fee ever makes.
If $80 a night is gonna make or break a place, they have much bigger issues than some of the league or tournament players not spending money.
Something they never seem to consider is that pool players put bodies in the room, which attracts other business. If your parking lot is empty people are going to drive on by.
Where I'm from, there are always some players who aren't spenders, but on the flip side of that, there are always some who always spend, and some who always stuff the video lottery machines with hundreds.
