APA Jumpshot Regulations

Currently im a SL3 and I know how to masse a shot without damaging my cue or table cloth during practice. And I can get it to go where I want about half of the time. I still can not jump though. But when I tried to masse during a game, I was told that I was not allowed to untill I was a sl5 but I read the entire rulebook more than once and it never stated this rule. But I guess its somewhere in our local by-laws. Our local pool hall doesnt mind jump or masse shots either.
