APA Eight Ball

Player one shoots and leaves the eight ball on the lip of the side pocket.

Players two shoots at his ball after thirty seconds, no ball come close to the eight ball and the eight ball drops in the side pocket.

Is this a loss for player two for sinking the eight out-of-turn?

Most rules in the APA can be skirted by using sportsmanship. If player 1 is in a good mood he can say just spot it and continue or replace the 8 ball wherever it was. Since there was nothing that caused the 8 to sink i would never call that a loss ( maybe in vegas but on a regular night no )
 
Wileydog is correct. This subject has been ruled on by the national APA. The 8 ball get spotted as close the original position as possible, and it is player 2's responsibility to pay to get the 8 ball back. Think of it as 'buying' out of a loss :-)

Wiley is correct. This is the same for an object ball after 10 seconds. Replaying the game is a good alternative if a rule is not clear and both sides agree.
