Are low-end Joss cues weight adjustable?

Yes.

The "low end" JOSS cues are built the same as "high end" JOSS cues. Fully cored and they use the same weight bolts. The weight bolt kit is available from JOSS.

+1, almost all Joss cues have a standardized weight bolt, and Joss sells a weight bolt kit on their website.

They use a 1/4" Allen wrench, which needs to be pretty long. I mention this in case you are simply interested in removing it.
